I'm of the opinion that as a narrative piece the first one works better as a cohesive experience. And Im not saying the Arkham City Story is bad, it's great, but The open world Nature of Arkham City makes the story a little disjointed by comparison. Is has vastly superior gameplay in almost every conceivable way though. Just my two cents.

The question isn't narrative cohesion, it's story. If you're opening it up to narrative cohesion then gameplay has to come back into play, and Arkham City makes you feel more like batman even if asylum has better tonality
and that's really all asylum has going for it-- tonality and atmosphere. Not that that's nothing, but it's hard to say it's the better "story" just because it has a stronger atmosphere.
