I was thinking the same thing. Japan's oldest living person can technically never die, because after one dies the next oldest person is now the oldest living person.

Yes, this is rather weird news. Firstly, the oldest woman has to be alive to be counted. My great-great-grandma is 126. But she doesn't count as oldest because she is dead. Especially the phrasing "the oldest living person passes away" in itself is contradictory.

Secondly it's not exactly news when the oldest person in a country dies. I would assume this happens at least weekly that the oldest person in one of the countries dies.
