Look, I am not going to get into a debate about theories of governance and the responsibility of the people to take drastic action to protect society so I will put it this way. As someone not willing to give up my current standard of living and/or die to try and kill fascism in the cradle, but still painfully aware of the repercussions of allowing fascism to take root, I accept that as a human person with agency, inaction is also making a choice.

It's all around us. Hell, everyone (myself included) are pretty much just operating on "Well I sure do hope voting in November and recycling all those cans nips this problem in the bud!". We are about 15-20 years past that being a reasonable delusion.
You ask "Where's the inaction?" while we are talking about climate driven events that are going to kill hundreds of millions to billions of people. Where is the fucking action? Why are the at most ten thousand people really driving this fucking car into a wall still walking among mortal men?
Because we are hoping someone else will solve the problem somehow without majorly subverting the lives we have become accustomed to. That's the inaction.

Not really. We know statistically the south votes Republican, and know Republicans take ignorant stances on issues until it personally affects them. Since this country relies on Republican politicians to get things done, we literally need them to suffer before our government will address the issue.
Unfortunately their kind take significantly more abuse before they push back, so a lot more of them will have to fall off before change happens.
It's terrible, but it's how the real world we live in works at the moment.

When you say we "literally need them to suffer," the "them" in that scenario necessarily would include both republican voters in the south along with the tens of millions of people that aren't voting republican, but apparently also need to suffer because they happen to live nearby...
Not to mention that statistically the south is far more racially diverse compared to most other regions of the U.S., so saying the south "needs" to suffer is also necessarily saying a majority of black and latino americans need to suffer as well.

I didn't say it's okay to murder civilians, if anything they should have focused more on the pentagon that pulled the strings, but do you think that the US has not killed a single civilian in the middle east pre-9/11? If <3000 people killed during 9/11 justifies the war on terror and the hundreds of thousands of civilians dead as a result of that, then how wouldn't any of the civilian casualties during e.g. the US-led gulf war justify a response to the US?
But likewise you can't put people in an open air prison, steal their homes, make a bunch of military operations aimed at murdering Palestinians etc. and expect not to get a response. In fact they want responses to be able to justify why they keep having to kill 100x more or "mow the lawn" as they say, which is why Israel have supported specifically Hamas over other Palestinian parties that are less easy to provoke, and Oct 7 is just one small part of that which Israel has tried to brand as the start of a war despite them having done so much worse to Palestinians for the better part of a century.

Nothing will happen because the drastic actions needed to actually stop climate change are completely unpalatable. We’re talking massive lowering of consumption and living standards, get rid of cars, no air travel, global population reductions. No one is going to go for these things willingly. You couldn’t even get people to stay indoors for 2 weeks during a pandemic.
So we’re just going continue sleepwalking forwards and then have to deal with whatever catastrophes come along with it.

Canada tried putting a minuscule carbon tax and a deadline for gas cars and the prime minister had to resign because his popularity dropped to single digits. The new prime minister scrapped all those measures and can now walk on water.

The global majority does not have its basic needs met so that's the priority for them. It's hard to care about the environment when you're fighting poverty. The incredibly wealthy have the privilege of being selfish so they are. They will not live to experience the drawbacks of their decisions so they will continue to take.
The folks with enough time to truly focus on this issue have the privilege to understand its impact while also caring enough to do something about it. Their problem is that they rarely can inspire their communities to get on board because they likely live in one of the two environments above so community building around environmental protection is dependent on the socioeconomic health of the community itself.
Tl;Dr - People are either currently too rich or too poor to care
