In the American Revolution, a third were Loyalists, another third were revolutionaries, and the other third were indifferent. About the Nazis, someone remarked “a third of society killed the other third, and the last third just watched”. I think it’s a valid general rule of ideological distribution.

It's a great quote but it's not from Herzog. It's from a Twitter account called Werner Twertzog (back in the days before Twitter was lost to the first 1/3).

Yea ive seen numerous studies where in essentially any population of people and even most subpopulations always tend to split this way, 1/3 to each side and 1/3 in the middle cant be bothered. Even in more ideologically pure areas you still get it to some some extent where 1/3 are full steam, 1/3 tend to be overly cautious and 1/3 somewhere between/not interested in picking sides.
