Even if they weren't friendly, it'd be really difficult to do much damage to the US without severely compromising their own positions. Pretty much everything relevant in Canada is within 100 miles of the US along a completely indefensible border. Mexico would similarly struggle, they have a better position defensively but trying to strike anything north of the Carolinas would be a struggle, and most of their industry is in the North right along the US border.
Not that I'm expecting this to ever actually come to effect, but the US has ridiculous defensive geography, to the point where it feels like cheating.
