Those were cheap dumb sugar rockets. But yeah they were still unprepared for it. That's why they are now building lasers.

…… they’re missiles and their targets were whole cities. They don’t have to be accurate, and they still have to be shot down. They still kill people lol. They’re bombs.

To be completely fair: some of them, at least, are so small they'd have to be a direct hit on a person to kill them. I remember watching a video of one hitting a courtyard, I think it left a little divot? A cat was nearby, it ran away scared.
