More likely Russian leaders arrogantly assumed that Ukraine “could not” versus “would not”. 

Underestimating Ukraines ability and resolve and overestimating Russia’s seems the hallmark of this Russian instigated war/incursion.

They saw Ukrainians fighting among themselves and figured they would be easy pickings. They didn’t expect most of them to band together and fight the invaders

Ukraine is not capable of doing anything. It's all NATO's, US's tech, reconnaissance and targetting, so Putin assumed the West would not dare, but this is not exactly what happened. But there is another thing... The West thinks too, Russia would not dare, and this could lead to a catastrophic situation for the European continent...

“A little of this, and a little of that” is more likely nearer accuracy.

 I suspect, after observing Russian  military approaches and allied Iranian approaches, the west expects just about anything. Being properly prepared is another matter.
