It doesn't even make sense, does no military equipment use refined oil? Are the proceeds of export sales not being spent on the war effort? It's directly connected to the military. It's mad if they ran war games on that assumption. They are very good as bad assumptions.

No, no, no. The ruZZian military doesn't used refined fuels such as diesel & jet fuel (amongst others). It's run entirely from a never-ending stream of hot air emanating from the kremlin.

They’re 4.5 years into a 10 day special military operation. Theres no way they seriously war gamed for this phase of conflict

He might be looking to play Russia off as the victim. Justify a Ukraine-favorable peace deal by saying "the big bad Ukies are targeting civilians, we have no choice".
