That's what I'm assuming as well. Sounds a lot better than "we were militarily unprepared to protect these assets." I don't think Putin really thinks that these refineries were off limits based the strikes that Russia has done on Ukrainian infrastructure. He's a liar; he's not stupid.

Oh he's actually also pretty stupid. He used to be smarter, but these days his pride and ego has clearly gotten the better of him.

Unfortunately, that propaganda works outside of Russia.

But I agree with you. We forget world leaders have discourse aimed at their constituents and another for the rest of the world.

I don't understand why so many people have trouble understanding this. And it applies to many politicians and others as well. The things they're saying are designed to achieve a desired effect. They're very often fully aware that what their saying is ridiculous. When it happens to actually be reasonable and/or true, that's just a bonus.
