Putin always speaks this way

It's always "I ordered" when it's a good thing and "we allowed" when it's a bad thing

It's been an obvious pattern since like 2003

He doesn't admit jack shit here

He simply throws his underlings under the bus again

His message is "Oh no, the evil boyars have misinformed the well-intended tsar"

IMO its more of a jab to Putin since he believes he is the new Tsar of Russia and was addressing the Russian audience using the royal "we".
