It’s not an unwillingness to participate. It’s a system where most people aren’t being paid while they’re on jury duty. Blame the system, not the people.

That's not what this comment stated. It stated people are too dumb to get out of it.

Also all this is connected, not participating means nobody is voting people in that are willing to change that law to allow higher amounts to jurors.
